Preliminary: Water Board incumbents unseated [update 4]

Engineer Bill McGlinn and defeated candidate Joe Magliocco look on as new Board member Ted Czech signs paperwork.

A full day of voting at the Portsmouth Water and Fire District saw two newcomers narrowly edge out incumbents by razor thin margins in a race where only 284 votes were cast.

The race for Tax Collector was never in doubt, as long-serving (and unopposed) incumbent Guy Polselli racked up an impressive 198 votes.

But in the Tax Assessors' race, two new faces, Ted Czech and Jeff Richard, were challenging the incumbents George Crockett and Joe Magliocco for the two seats. The first run of numbers from the machine were close enough to trigger a machine recount, and then a hand sort which took over two hours. In the end, the numbers were in a pretty tight grouping, with the final count giving Czech 147, Richard at 140, and Magliocco just one vote behind at 139.

Everyone shook hands and called it shortly after 11pm, and they finally unlocked the Water Board office and let everyone go home.

It would appear that absentee voters were not given the opportunity to participate. Did I miss my ballot in the mail? Or does my $300+ a year in tax and usage fees not earn voting privileges at the Water Board because I live out of the area? Every vote clearly counts.

I would hope the water district elections would have some provision for absentee voting. But even if they do I'm gonna guess that there aren't any mail ballots. that's just my gut sense. If there were mail ballots out there, one of the folks at the water district headquarters last night tallying the votes would have mentioned it, don't you think?

The whole election is a bad joke, of course. Was there any coverage of this at all anywhere? Candidate debates? Candidate positions? Statements about the issues? Are there any issues? My guess is no one knows, not even the 284 who voted. They all just voted because they know the guy and think he's alright. Or in your case they know the other guy and think he's not alright.

The District does not offer an absentee ballot for its Administrative Board election.

The District's charter and other state law do not require the District to offer an absentee ballot for its Administrative Board election. This issue was litigated in the mid 1980's and the RI Superior Court ruled that the Board was not required to offer an absentee ballot. (This court ruling is available at PWFD if you or others are interested in having a copy).

Thereafter, the option to offer an absentee ballot was explored by the Board about twenty years ago. The special procedures that must be put in place to protect the integrity of the voting process when an absentee ballot is offered would greatly complicate the District's election; therefore the Board chose not to pursue the matter.
